Getting a game developed and produced is a different thing from having it manufactured. And getting the manufactured game marketed effectively and placed on store shelves is yet another thing. A party who's good at making a game is not necessarily good at marketing it effectively. Thus deals are made with parties who are good at those other important aspects of the business. Pretty much the same thing as a 'distribution deal,' but much more inclusive of the benefits a publisher can offer.
